Recruit Active Duty and Reserve service members. As the military evolves, the demand for recruits with at least some college will increase, and the right tactics and strategies will fill this void. Produce military/higher education policy. An organization tasked with creating policy must consider the needs and experiences of many diverse individuals, rather than relying on purely quantitative data. Measure the effects of policies or programs. A program may be outdated or ineffective due to external changes, but slight adjustments may increase its efficacy.
